Qasim Ali is CTO and Co-founder of Vigilens AS, the EU AI Act compliance platform built on the Guaranteed Safe AI framework. He is responsible for the Vigilens technical architecture, including the Rules-as-Code engine that encodes EU AI Act obligations as machine-executable checks, the evidence collection layer that integrates with GitHub, GitLab, Confluence, Datadog, MLflow, Jira, and S3, and the GSAI verification layer that produces cryptographically signed compliance records.

Qasim brings over 10 years of software engineering experience with deep expertise in AI systems architecture and full-stack engineering. He has an MSc in Artificial Intelligence and has worked across the full engineering stack, from API and backend systems to machine learning pipelines and data infrastructure.

At Vigilens, Qasim leads all engineering work. The Vigilens platform is built on his design principle that compliance should be a continuous engineering output rather than a periodic assessment process. The Rules-as-Code engine he architected treats each EU AI Act Article obligation as a testable condition that runs at every CI/CD release, producing timestamped, signed evidence records that can be assembled into an Article 43 conformity pack in a single click.

The Vigilens technical architecture implements the Guaranteed Safe AI framework (Bengio, Russell, Tegmark et al., arXiv:2405.06624) as a working four-layer system: Classify (World Model), Controls (Safety Specification), Evidence (Verifier), and Audit Pack (Proof Certificate). This is the first commercial implementation of the GSAI architecture as a production EU AI Act compliance platform.
